We have a small form on each of the horses pages, and then one with all of them on

I am not sure how to fix, we signed up for bronze package and dont have that many submissions for sure, please advise, thanks

I have noticed that you reached the 10000 Views on your Bronze plan. If you have forms in every pages on your website, this can cause your Views to rapidly go overlimit, as every visit to one of those pages will be counted as one view. 

But this should not be a problem since you have the JotForm footer enabled. You will not have to worry as long as the JotForm footer remains enabled.
