It says I've reached my limit for the month but I only have 8 submissions.

I was trying to send another jotform and it says I've reach my limit?  I only have 8 submission, why is it saying this?

Are you forwarding/replying to your form submissions data in your form submissions page? If so, there's a different limit for that and it does not go with your form submissions limit.

For free accounts, you can only forward/reply submissions up to 20 emails per hour.
