Users are having problems resubmitting a form after editing it.

Sometimes users don't complete the form in one sitting. Upon going back to edit it via email, they appear to have problems re-submitting the form - particularly after having added rows in the 'Portal Products' section. 

When they hit submit, the button changes to 'please wait' but the form never gets resubmitted. 

I cloned your form and made a test submission there. I cannot seem to replicate your issue. After editing the form using the edit link, I was able to submit it without any issue. I did have to wait for a few seconds while on the 'please wait', but the form was submitted soon after.

Two users have brought this issue up again today - it only seems to be a problem when they are editing a form that has already been submitted - I have cleared the form cache but one user is still experiencing the issue despite clearing cookies, browsing data, trying various different browsers etc. 

Upon pressing submit the button changes to 'please wait' but doesn't progess to 'submitted' - the page doesn't even start to load.

I cloned your form and it seems that I am now able to replicate the issue. The submit button is stuck at "Please Wait" when I edited the form.

The issue may be related to having too many fields in a single page. Can you please try separating these fields into pages to make the page load quicker and perhaps resolve the 'Please Wait' issue on the edit mode. Here's how: How to Create Multi Page Forms.
