I tried deleting all former submissions (over 1500) just in case we had hit some sort of limit on our account. It still isn't sending the emails.

If I understood you correctly, you are not receiving email Notifications when your form is submitted. I have checked our email log with email address that is set as recipient email of the form you provided and I saw some failed submissions. You email address was in our bounce list and because of that email Notifications were not sent.
I have now removed it from our bounce list and it should be working fine now.
You can follow this guide on how to check and remove the email from bounce list.
Also you should contact your email provider and ask them to Whitelist JotMails IP Addresses.
Please test your form and check if you are receiving submissions now.
