I get the message below. My PayPal account is totally set up and configured, and the card information was correct. What's happening?

May I know if your Paypal account is Paypal Pro? Please note that the regular Paypal and Paypal Pro are different. Paypal does have a lot of different products and services, most are dependent on the region you are located as a merchant. You can contact Paypal directly and ask if your account is Paypal Pro (Website Payments Pro).
It would be best to use the regular "Paypal Standard" checkout, your users should also be allowed to make the payment transactions via credit card in the Paypal payment gateway. The difference with this one is that it allows your users to pay without actually being redirected to the Paypal gateway, your users can just fill out the form and enter the credit card details there.
The error message you have also suggest that the credit card number is incorrect.

I tested with my own card, so I know the number is correct. I'm using PayPal Pro, and no, I'm not interested in setting up a system that requires them to go to PayPal to make the payment.

I have checked your form and get 'Invalid Data' error if any of the values passed to the payment is not correct( Not only the Credit Card). You need to make sure all entries passed to payment field are valid.
You can also try testing the integration from the payment Wizard to ensure your PayPal account is connected.
