I did check your account and found that it is currently over quota because you have exceeded the allowed submission limit. In free account, you can only receive up to 100 submissions per month but you have already received 201 submissions. 

Please be noted that submission limits are reset on the first day of every month but same is not applicable on upload limits. Upload storage usage is not reset automatically and to clear the storage space, you will have to delete the submission record which has file attachment.

Since your upload storage space utilization is well within the limits, it will be retained even if you do not upgrade your account. On 1st of June, 2016 your submission limit will be reset and your account will be active again.
