If you are taking payment through PayPal then PayPal is processing that payment and in charge of the transaction, I'm not certain PayPal will/can let you use their service without a PayPal account.

In case you mean integrate PayPal payment in your form without a PayPal account, no it is not possible because you need to connect the form to PayPal to collect payment through their service.

I would like to mention that you do not necessarily need a PayPal Pro account to take payment in your form. Unless you want to allow user to pay by Card without the need to go to PayPal.

As far as I know, accepting payment through Credit Card without having the user redirect to PayPal, requires PayPal Pro account.

Update: With the arrival of PayPal Commerce integration, now you can accept debit and credit card payments through your PayPal Business account, without the need to redirect your users to the PayPal's payment page or have a PayPal Pro account.
