Unfortunately, the answer would be no. If you wish to have the sub account user to view reports, you would need to give him permission to view submissions

Instead of creating a sub account user, you can just share the report bu giving them the URL of the report you wish them to have access. A URL of the report is automatically created and you can share the link with any user you like.
