I need to share the excel report several committees but I'm only using the Starter Plan

Our badge, housing and meals committee need to get information from the Excel admissions report. Right now I am using your starter free account for trial run which allows one sub user. Shall I set one committee as a sub user, and then another committee after deleting the first sub user?

You can do that, sharing as a sub-user account. But that takes time, why not share the form submissions page directly?

You can password protect the submissions page.
