I received an email last night, saying I've reached my limit, but I don't even have 28 views... and those are all from PREVIEWS!!
Can something be done about this? I don't understand!

Each API that is used in your form has a certain limited number of requests per day your app or integration gets called, so even if it's a preview, it gets counted as a request one it loads.and this counter restarts daily.
Here are the API limits according to plan subscriptions:
I also have restarted the counter for your API limits so there should be no problem anymore.

I have this too, and I am only building my form! Now I am locked out of the account.
Can some one help me, I need to finish this form. I have only competed two test submissions. I have not previewed it 1000 in the past two days.

I have restarted your API counter.
