I have a form that has restrictions on it in terms of who can fill it out. But I've been receiving blank submissions? Is this a jotform issue?

I checked the submissions of your latest form https://www.jotform.com/60694740072153 and I was able to see a submission without any data.
I cloned your form but I was unable to replicate your issue there. I cannot submit the form unless I fill out all the required fields. The issue you have encountered may be related to the browser that your user is using. If your user's browser have their javascript disabled, then the user might be able to by-pass the required field checks. Thus they may submit the form with empty data. To prevent this from happening, I would suggest to use the NoScript widget. This widget will prevent the user from seeing the form if their javascript is disabled. http://widgets.jotform.com/widget/noscript

Submission done via http://import.jotform.io/ like suggested .xls template format, but empty submission when I take a look in the list of submissions.
What's going wrong? -
