Position of the preview before submit widget

The location of "Add a New Registration" should come after "Review Answers" as I have set in My Form. However when I previewed the form, "Add a New Registrant" came before "Review Answers". I couldn't move them around. Please help! Thank you.

The 'Preview Before Submit' widget actually replaces all the Submit buttons on form. It means that you will need to put the 'Add a New Registrant' field below the Submit button(s).
