we noticed that the forms were only used 42 times in the last year, so we downgraded to free, hopefully we don't use the past forms, is this correct?

That is fine, especially if you are not able to maximize your plan subscription. However, please be reminded that since the plan you had cancelled is an old plan, you can no longer go back to that plan anymore. If you wish to upgrade in the future, you will be in a new plan that is available in your Pricing page.
