Is this program free and can it be downloeaded

JotForm is an online form builder. It is considered as a web application. You can sign up for a starter plan which is free if you like to try our services.

We have a licensing options before where you can download the application and will install it on your own server. The licensing options is not free. However, based on this page, it is not for sale anymore.
