Why is it displaying the Form over quota error message?

    I get the error message "Form over quota" even though I've deleted most of my forms. Why can't I create a new form? Do I have to subscribe?

    Your account is currently over limit for payment submissions.  Free accounts are allowed up to 10 payment submissions per month.  Deleting forms and/or submissions does not reduce this total.  To continue to accept submissions, you would either need to upgrade to one of our subscription (Bronze of higher) or wait until the monthly reset on the first of next month.
