What do I do with incomplete payments?

I'm not sure that I understand what incomplete payments are.  For example - one shows in this status that we have received payment for and shows up on our file as completed.  Does this appear if the registrant has tried but failed in a submission?

I'm confused about how these get this status.

With Paypal forms, the user first submits the form and then is redirected to the Paypal payment page in order to finish the payment. What happens is that if the user submits the form but does not finish the payment in the Paypal payment page (for instance closes the browser window), the submission will be shown as an incomplete payment.
