If I have understood your question correctly, do you want to add a time limit the user can submit the form?
By default, as soon as the user hits the submit button, the form will be submitted right away and you will receive the email notifications almost in an instant.
However, if you want to add a time limit on your form, which when time runs out, the form can no longer be submitted use this widget http://widgets.jotform.com/widget/countdown.

Session data is stored in a span of 30 days. When enabling the autofill feature, make sure to wait for the form to save the filled data before closing the window. If you have selected 10 seconds, you have to wait for 10 seconds before closing the form.
