I just checked your form and I wasn't able to replicate this issue. The publish button is opening just fine.
Are you still experiencing this issue?

I still can not send forms to my clients. I highlight form, click more, click publish and nothing is happening. In the past one I clicked publish a screen popped up where I had the choice to email the link to clients. Now nothing is happening. If you can please let me know what to do.

Could you please try clearing the cache of your browser. You can do that by following this guide.
