What does the form over quota error mean?

I only have 14 submissions on a application form and two people who are trying to apply to our festival our receiving "form over quota" messages. How can I fix this?

I have checked your forms and they are active now. I saw that you upgraded your account to Bronze plan. Your forms were overquota because you have 13 payment submissions and free accounts can receive up to 10 payment submissions. Considering that you upgraded your account to Bronze plan, payment submission limit is increased to 1,000. Your account is in good shape now.
