I was wondering if we can access the database directly to create our own report using a programming language?

Kindly give us more details of what exactly you wish to do. For creating report do you mean getting report of submitted information?

Unfortunately, we have no kind of API access to our submissions database in the manner you seem to be asking for.
You may be able to hack something together from the various reporting tools already built into JotForm, for example parsing a URL of an HTML or Excel report of a forms submissions.
