We just received 15 submissions from a single client with all of the same information. Looking at the submission times, it all happened with 2-3 seconds.
This just bombarded our email inbox and I'm sure it did the same to the same to the client's email as well.

Than you for contacting us. You can restrict the form so it will allow only one submission per device. If you open the preference setting, you can set the UNIQUE SUBMISSION feature to check cookies and IP. This will not allow users to submit multiple times from the same device.
You can use our Delete duplicate submission app to remove all the duplication you have received.

If the client is a return customer, would it prevent them from putting in a new submission?

If you enable this feature, no user will be able to submit more than once. If the user would like to submit another form, he/she would require to use another device.

Then this is not a solution that works for us. It there another route that can be taken?

Could you please try adding a captcha field in your form, that should prevent users suspicious of spamming the form. Here's a guide about adding captcha on your form: https://www.jotform.com/help/205-How-to-add-a-CAPTCHA-field
I also recommend re-embedding your form using the iFrame embed code, here's a guide you can refer to: https://www.jotform.com/help/148-Getting-the-form-iFrame-code. See if those suggestions will prevent users from doing duplicate submissions.
On a different note, please read our terms of use page. We do NOT allow forms asking for sensitive information like credit card details. This is a clear violation of our terms and will lead to your account to be suspended:
It is a must to add a payment integration on your form is you are asking payments from your users, if you do not wish to charge them immediately, you can enable the payment authorization feature, here's a guide about it: https://www.jotform.com/help/292-How-to-Enable-Payment-Authorization
I went ahead and deleted those guilty fields, please do not create similar forms or fields to avoid being suspected of phishing or violating our terms.
