Hi, I was trying to complete an important form online, but I had to temporary suspend it as I did not have all the details, I tried to fill the last bit of information after a couple of hours and I got this error:

If I understood you correctly, that is not your form, you are just trying to fill it and submit it.
Account on which form you provided is created is overlimit and because of that form is disabled and it is showing "Form over quota" message. Account is ovelimit because they have received more submission that is allowed for their account type.
There is nothing you can do to fix it.
You will need to wait for first day on next month when submission counter will be reset to zero. You can also check form later, maybe owner of the form will upgrade account to higher plan to increase number of submissions they can receive.
