Show hidden forms on printed copy?

I presume you are referring to the PDF submissions?

If you want to show the static text and the empty fields on the PDF submissions, you can do that by simply unchecking the "Auto hide empty fields" in the submissions setting. And by enabling the "Show text & headers".

You should be able to find this options in the submissions page of your form:

Once these changes have been applied, whenever a PDF submission is downloaded, it will show the empty fields and the static text on it.
