What can i do to stop or alter my forms to deal with this problem.
I assume its the add-ons for calculations in 1 form I have...but no one has submitted anything for a while...does the form stay active and use API even when no one uses the form at all?

The api limit will be counted whenever the api is being used. I see that you have authorized apps that are using the api (iOS and reservation).
One of these may be causing the limit to be reached quickly. I would like to inform you that API limits reset everyday so to reset the limit, simply wait until the next day. Free accounts have an API limit of 1,000. To increase this, you may choose to upgrade to one of our subscribtion plans here.
