I no longer need my jotform subscription to be live. I would like to suspend it/deactivate it until I need it again. How do I do that?

If you want to cancel your subscription, you cancel it in the My Account > Billing page. You can check this guide for detailed instructions on how to cancel the subscription for your account: How to Downgrade Subscription Back to Free Account. Once you have downgraded your account, you can upgrade again anytime.
