This is the number of submissions you can store in your account, this counter is about all your forms and your oldest submissions will be deleted. 

You can download all your data, here is a guide that will help you with that: How-to-export-all-of-your-data-at-once

You can also upgrade your account to the storage plan so you will not need to delete your data.
