We have a form that we don't want to be enabled until a specific date, but that is on a Sunday (outside of office hours). This is when tickets officially go on sale. Is there any way to schedule the date a form becomes enabled?

Unfortunately it is not possible to enable to form on a specific date. It is only possible to disable form on a specific date:

I will raise your request "Enable form on a specific date" to our developer. However we can not give you exact time when and if this will be implemented.
For now as possible workaround you can use data time field and set condition to hide all other fields before certain date.
First set Date Time field to show current date.
Then with conditional logic hide all other fields if current date is before the date when you want that your form is enabled.

I left Date Time field visible so that you can change the date and test my form, but on your form you should hide that field.

This work-around is possible if we can also work into the condition a time. The tickets go on sale July 17 at noon. I enabled the time part of the date field, but it doesn't show up in the condition option. Just the date does.

I was also not able to set condition to hide fields when I added time to Date Time field.
However there is another workaround. For this workaround you will need two Date Time fields and calculation field (all three field should be hidden on your form).
You will set first Date field to show current date and second Date filed to show your Custom date (July 17 at noon).
The add Form Calculation widget to your form and perform calculation like this.
Then set your condition to hide all fields if calculation is less then zero.
