How can I upload a file to my form so that anyone who uses it can download the file?

I am trying to create a section of my form where the user can download a sample excel template that they can then fill out and reupload to the form. I see how it is possible to upload a file to the form as a user, however, I cannot figure out how to upload a file to the form as a creator.

In other words, I want this functionality: A user goes onto my form to fill out shipping information, and they download the template i have uploaded to my form. Then the user can reupload the template they just modified. 

I understand that you want to place a link for a file to be download from the form. You may upload the file to your hosting server and get the download link so that the download link can be placed on your JotForm using a Text field.
