Can the uploaded file's name be automatically changed according to a field's answer?

I apologize, but this seems to be a bug, because even when supporters mention a thread they always provide additional explanation.

Regarding your question, unfortunately, at the moment it is still not possible to automatically rename the files according to the form's fields.
an alternative is to integrate the form with Dropbox, and like this you can select one of the fields, to name the folder where the submission and files will be saved:
