we received a notification that we have met our UPLOAD quota. I assume this has nothing to do with STORAGE. We don't need items stored. Is there anything we can to do what we are doing differently to control the Upload quota?

The upload space limit is the storage for your submissions with file uploads. For "Free" plan, you are allowed to have 100 MB. Now this does not reset and it is fixed. To continue using your forms, you can upgrade to a higher subscription plan OR free up your upload space. You can free it up by simply deleting submissions with file uploads.
Please note that deleting submission data is irreversible and will permanently remove your submission data in our servers without any backup. Here's a guide on how to delete submissions data: https://www.jotform.com/help/377-How-to-Delete-Form-Submission-Data

I would also like to suggest that you integrate your forms to 3rd party file sharing and storage services like Dropbox, Google Drive or Box.com. This will allow you to automatically have a copy of the submission data and the file upload on your 3rd party storage service, giving you a real time backup of the new submission.
