Unfortunately, we do not have such feature.
That seems to require an external database to fetch the existing data that matches the entered number.
Since that feature is not available with JotForm, we suggest to use or download your form source code instead so you can customize the form further and add the features you want just like the one you've mentioned. We are sorry though but we do not do custom works here. We suggest to hire a PHP/MySQL Developer for that. This should be pretty easy for them.
If you have further questions, let us know.

By the way, if you only want to prevent double entry in your form with the same data like a duplicate check function. We have that feature, it's called Unique Question Limits. Guide: http://www.jotform.com/help/223-How-to-set-Form-Limits-Based-on-a-Unique-Question
