We created a Contact US form and used e-mail notification based upon field selection, in this case the {selectOrganizationoffice} field was used. It appears that this is no longer working, so I wonder has something changed with the e-mail wizard? I no longer see the option to setup e-mail notification using a specific field. The form URL is below.

If you're looking to add this field in the email notification, then it is not possible as you need to manually enter the email address there:
You can select a field when using an email auto-responder; however, you can also send email notifications based on user selection, this will be done using conditions.
Here is a guide that will provide you with more details about it, please take a look: How-to-Send-Email-Based-on-Selection
For example, you can set it like this:
If the "Select organization/office:" is filled
Then send email notification to {selectOrganizationoffice}, it will automatically pre-populate the email recipient.
Please give it a try and let us know how it goes.
Thanks.

belmontjotReplied on July 11, 2016 at 1:45 PMHi Kevin,
I was able to use the {selectOrganizationoffice} field for the e-mail
recipient this back in April, and I tested the form at that time. I think
this was before the e-mail wizard was changed. I created a second
auto-responder e-mail, using the {selectOrganizationoffice} field, but this
won't work because you can't use an e-mail field for the reply-to option. I
am very disappointed in this, since it was previously working. If there is
another option, let me know.

Sorry for the inconvenience. The new wizard replace the old because it is much user friendlier. Some feature that where available in the old for removed on purpose. If you require to use the old wizard, you can always go back to it by adding &OLD in the URL. This will enable the old wizard.

Please let us know if you require additional assistance.

belmontjotReplied on July 11, 2016 at 4:45 PMDo you know exactly when the E-mail wizard was changed? This has caused us
many missed e-mails on the contact-us form which will require me to go
through the submissions and resend them to the correct e-mails.

The new wizard was implemented on March 2016.
However, although the wizard was changed it should not affect your current email notifications, the new wizard will not allow you to use that method, but if you did it in the old wizard then this should still work.
I have just tested this, followed the steps, the same as suggested by my colleague above, and submitted the form, it works.
Maybe you did not receive emails because of another reason, I would suggest you to follow this guide in order to check if your email address is in our bounce list: How-to-Remove-Your-Email-Address-from-Bounce-List
