When I look at the "help" section on this subject the screen shots don't look like my program view. I know you have changed the interface but come on there seems to be no substitute to some of this since the screens don't match.

We understand that you want to put a limit of some sort on your form but are unsure of how this due to our platform interfacing displaying different in the guide compared to what you are seeing.
Was this https://www.jotform.com/help/137-How-to-limit-submissions-in-a-form the guide you were looking at by any chance?
This guide above displays it as we have our platform ui to display for our most site currently.
Also, which form are you trying to add the limit to?

Sorry but I'm not fully following your question. Are you trying to limit your form so users won't be able to submit many times or have a limited number of submission entered?
Or are you trying to modify the warning message?
Our interface did change but if you go into the the PREFERENCE wizard
in the GENERAL tab, you will see the option FORM WARNINGS.
When you press the ADD button, a window will appear will all the warnings. You can just click on any warning and change it as you like
Please let me if I did not understand your question properly.

I am referring to the "Warning Message" when
"disable on ..." is selected. I would like to change the verbiage to include a
link to a second form. There are no instructions on how to change this
message.

Thank you for your clarification. When you enter the preference settings under the GENERAL TAB, you can disable the form. You just need to change the STATUS option. When it is disable, a new text box will appear (WARNING MESSAGE)
If you wish to add a link in the warning message you can include the <a href> HTML tag
