I am working on an event form where table captains sign up 9 guests. I would like them to be able to edit the form in kind of a "working document" style. I would like it to update it in their original response instead of having multiple forms for the same table captain with different attendees on each.

You can let your users to edit their submissions by sending them links to edit their submissions. Please see How to Let Users Update Their Form Submissions at a Later Date.
