I clone a form and edit payment options (I guess there is new features and functionality now?) and it will not let me continue through to submit.
When I back out of payment wizard, the paypal section is completely gone.

We added new options to the interface that caused some unforeseen issues. We have reverted back to the old payment interface and everything should be working once again.
