I've done all the IPN stuff. I'm wondering why some are still showing incomplete...(some now aren't)

If the user did not proceed to complete the actual payment, then that submission will end up in the Incomplete Payment inbox.
You can check the details of the incomplete payment submission and you should be able to identify if the user just tested the form or f they did not make actual payment.
