How can I get a list of recipients who do not respond?

I'm not sure if I understand your query correctly. Did you send the form to any list of users to fill? If you are looking for the recipients those who did not fill the form, unfortunately, it is not possible to get the list who did not respond.

You may get the list of the recipients who actually responded from the submissions list. You may also export the submissions to Excel spreadsheet.
