If I understand your question correctly, you mean to say that you are unable to upload image in conditional thank you message. Is that correct?
I did try to add a conditional thank you message and editor does not display option to select local image and upload it. Please check the screenshot below:
I am reporting it to our backend team. We will get back to you as soon as we have any update from them. For now, I would suggest you to please upload your images to any third-party image uploading services such as ImageShack or PhotoBucket.
