In my Wesite I have a full width header, a navigation sidebar with a full widt footer below. The width of the space for the form is 700 pixels and my form is 525 pixels wide.
However, in my browser (Firefox) the form pushed the footer down and although the form would fit its background is the full width of the display.
How do I reduce the width of the background so that it will fit into my required location?

You need to make the adjustment instead on your website. You have to embed the form in the div adjacent to the left panel (div menu)
