Once assets are uploaded with a Submission, is the jotform user able to download the files and clear the alloted space? Is this a monthly space limit? Meaning, is there a time limit for 100 MBs?

This is a total account upload space limit, we do not clear it each month. If you would like to clear the space, you can download the files, and then delete submissions to remove associated files. The form entries can be managed from a Submissions page.
