I get that the account hasn't been used in awhile, so you deactivated the forms.
However, you should have a more helpful error message, and provide a quick and easy way for the account to be reactivated. Perhaps it could even be automated?

You are correct, the account is in Dormant status right now. Your account is now set to active. You should be able to open your forms properly now.
Unfortunately, it is not possible to change the error message when the account is in Dormant status. You can change the other Form Warnings though, here's a guide: How-to-Change-Form-Warnings.
