Is there a way for someone to save/print a form for their later use before submitting or after submission

If you want to have the user to print the form before submission, simply enable the print button: https://www.jotform.com/help/24-Print-Button-on-Forms 

If you want the user to be able to print the form after submission, you can create an autoresponder, where you include the edit link to the form: https://www.jotform.com/help/26-Creating-a-Form-Autoresponder
