 Can I start with the free account and then upgrade later on? What will happen to my forms and submissions?

Yes, you can start with a free account here in JotForm. The forms and submission will be kept once you upgrade your account later on. Just please take note of the limits under that plan. Free plan has 100 submission limit, 100 MB upload space limit, and 1,000 monthly form views limit.
