how many forms can you have

On a free account or any other account type are there a certain amount of forms you can have or is it just based on views and data storage and not the number of forms created?

You can create unlimited forms and add as many fields to those forms as you'd like.  We do not limited features available for any level account.  The only limitations we place on accounts are those listed in our pricing page:
