Photos taken from iPads are too large to be uploaded into form

The size limit of the images that can be uploaded into a form is too small for some of the photos taken from an iPad.

I get an error that the file is too large for the upload.

Is there a) a way to increase the upload size allowed, or b) to limit the size of a photo taken by an iPad?
