I've reviewed many of the workaround options for approval emails and wanted to ask a different question: Is it possible for the email to go a value selected on the form instead of the need to hard-code it in the conditional logic expression? Said another way, ... If the user selects from a drop down email1, the approval email is routed there. If the user selects email2, the approval email is instead routed to email2's address.

This is possible to achieve only with conditional logic. Once you set email options in your dropdown field you will need to create condition for each of those options. For example if email 1 is selected then send notification to email 1 and if email 2 is selected then send Notification to email 2.
Or your can set value of your dropdown field as recipient email and set condition like this.
