I have a form which I set up to be able to allow users to save and return to later. I set it up following this guide: https://www.jotform.com/help/97-How-to-Save-Forms-and-Continue-Later
However, upon testing it with a few different people, I've found that the application doesn't always save the data. For example, sometimes documents that people have uploaded will stay, and other times they will be removed.
Also, I have a multi-level dropdown selection, which is required. I've had a case where someone will fill it out, and move onto the next page, and then return to the application later. Upon returning, the selection in the dropdown is blank, but the application still allows the user to move onto the next page.
Any assistance or tips that you can give would be very appreciated. Thank you.

Unfortunately, as far as I know framed widgets like the dynamic dropdown widget are not supported with session saving method. I believe this is due to its nature.
Regarding on the upload fields, yes, it should work for as long as the uploads are completed.
Example, when you upload files and move to the next page, you should see an indication that the file upload is in progress and the form is saving it. Once the user closes the browser or simply abandoned it while the upload is in progress, the upload will fail resulting to an empty or corrupt file.
Here's a screenshot:
If the file upload field was not able to save the file, the user must re-upload the files again. I believe this is the only way.
I have made a test with your form and the files are saved as expected. You'll find my session data here https://firstname.lastname@example.org
