Add option to pay via paypal, or cash

I need to have an option where the client selects to pay via paypal, or cash and I've added conditional that if client choosed pickup the submit order redirects him directly on the thank-you page instead of paypal. 

I tried alot, but the submit order insists to redirect to paypal whatever being choosed. ?!
