How to setup form with multiple payment method?

On my registration form I have a Pay by check button and a pay with paypal button.  When a registrant chooses one button, i.e. the check button  and then wants to change to paypal button, the form does not the form does not allow one to change their mind. At least both buttons stay checked and can not be unchecked.
