This question assumes that I would either want all my fields in a form set to "Required" or not:
Is there any way to set the fields of a form globally, all the fields at once, to be required or not required? This would help me test the forms I create more efficiently, because I don't want to always put data in all the fields when submitting test forms. But before I publish the form I would want to make all the fields required instead of having to go to each individual field and set it as "Required".

Yes, this is indeed possible, to do it you need to click on the option "Manage Multiple Fields" some options below the "Required" option shown in your screenshot:
You will get a pop up like the one shown below, there you can select all the fields and then set all of them as required or un-required.
